Speed Figure?

I was looking at a couple of my racehorses, and noticed something I was curious about.  What exactly is the speed figure? 

Like my boy Chance of Rumors (who hasn’t won or placed in a single race yet) had a speed figure of 94 in his last race.  What does that tell me?
