How many famous stallions should FF have standing during any year?

Bear in mind that there are currently 16 famous stallions. If people want new stallions to be added, then studs would have to be removed first. (Ideally, I don’t want more than 15 famous studs at any time, if only because it takes quite some time to enter them into the game.)
