What time does the database update now? For example when I’m compulsively up at mid-night waiting for my foals to be born and it tells me how many but doesn’t officially “give” them to me…when will it give them to me?

Well, my compulsiveness answered it’s own question. Sorry for the inconvenience. :tip toes away:
12:10am EST is the magic time.
Or, if you’re on Japan time, 2:10pm. 
Technically that’s the time the script gets kicked off. If it decides to run super slow, it might be another minute or two (horrors!) before your babies get born. 
I’m sure that real life Broodmares (and all mothers-to-be) wish that it was as quick as that!!!
