Cannot manually work all horses

I couldn’t find the prior post where this was mentioned. I wanted to give my Saturday-entered horses a final manual workout. I selected all to work 1 mile gallop, surface selected, and hit work. Only A-D horses had a workout result. I went back to re-selected horses who didn’t work to try again, hit submit, and just got a blank workout page:

I thought it could be fixed with a system setting, but it’s not as easy as that, so I think it needs a rewrite of the workouts page/functionality.
