you can’t just upload from your comp. Go to a site like photobucket get an account upload the picyure there, and then you can link it here.
If I remember right you could either use this [img]URL[img] and put the URL to the sig there. Or for an av there is a line for Link to off site avatar put the URL there. If you don’t have a URL because it’s on your computer then you can upload it useing Photobucket or Tinypic. As for the best programs, I know alot of people use photoshop but I use an old version of Photodeluxe ( I think it’s one of the first versions
